Ethereum co-founder Vitalik Buterin is stepping up his criticism of layer 2 (L2) networks, saying they have not made enough progress toward decentralization.

In a recent post on the X platform (formerly Twitter), Buterin announced that starting in 2025, he will no longer publicly mention L2 projects that have not reached what he calls “Stage 1” of decentralization, according to a hierarchy he outlined in a 2022 blog post.

For Vitalik, decentralization is an essential pillar for any layer 2 project that intends to operate efficiently and securely in the Ethereum ecosystem. According to him, many of these networks, known as rollups, still rely on centralized structures, such as multisig. This, in the view of the Ethereum co-founder, compromises the security and autonomy of the networks.

“Starting next year, I plan to only publicly mention (in blogs, talks, etc.) L2s that are at stage 1+,” Buterin wrote on X.

Furthermore, he emphasized that he will enforce this decision regardless of whether he has personal investments in the projects or close relationships with their creators.

“It doesn’t matter if I invested or if you’re my friend; stage 1 or nothing.”

In 2022, Buterin proposed a classification system for layer 2 networks based on their pursuit of decentralization. These stages range from 0 to 2, with Stage 0 representing projects that still rely heavily on “training wheels,” i.e., centralized mechanisms to ensure the correct execution of transactions.

In Stage 1, networks have limited support but already use fraud proofs or zero-knowledge (ZK) proofs. In practice, this reduces the need for a centralized entity. Stage 2 would be reached when the project becomes fully decentralized.

Buterin describes Stage 1 as the bare minimum required for a project to be truly trustworthy in the long run. Networks that are still operating at Stage 0, with a significant reliance on multisig where a few people can control network operations in emergency situations, are in the developer’s crosshairs.

Major layer 2 networks that have already reached Stage 1 include Arbitrum One, OP Mainnet, and zkSync Lite. However, none of the most popular rollups have reached Stage 2 so far. This means there is still a long way to go in terms of full decentralization.
