Comedian Whindersson Nunes spoke about the controversy that involved Neymar and actress Luana Piovani regarding the Proposed Amendment to the Constitution (PEC) 3/2022, called “PEC das beaches”. In a post made on X, formerly Twitter, Whindersson recalled that the player lent his jet to deliver eight drones in the tragedy that hit Rio Grande do Sul

“Ney’s sister, Rafa, simply ordered Ney’s jet to deliver eight drones to bring food and water to stranded people, without blinking, without asking for a favor, difficult nowadays,” he wrote. “Whenever I do some non-public s***, I think, 'Would you defend me from this? What would be the price?'.”

The comedian thought that “privatizing beaches is stupid or bad behavior” and even cited President Luiz Inácio Lula da Silva (PT). “Our president shakes hands with people we don't like every day, and we all know why. Or bad character or intelligence,” he said.

Whindersson, finally, thanked Neymar's sister, Rafaella Santos, the player and the people who helped Rio Grande do Sul. The comedian got directly involved in helping the victims of the tragedy and raised millions in donations.

After publication, internet users criticized the comedian's comparison. “All this juggling to try to defend Neymar?” asked the internet user. “But what is the relationship between showing solidarity with the situation in Rio de Grande do Sul and this?” asked another.

Whindersson also used his X account to make several posts and respond to criticism. In one of them, the comedian republished a text in support of him and wrote: “Thank you for not jumping on the bandwagon of hating me, because I have no bad intentions towards this country. I know very well what I'm doing”.

Understand the case

The fight between Luana Piovani and Neymar began on Thursday, the 30th, after she published videos on her social networks asking people to oppose the “PEC for beaches”. Neymar was associated with the theme through a partnership he signed with a developer, Due, in a project announced as “Brazilian Caribbean”. The project envisages high-standard properties in an area of ​​100 kilometers between the coasts of Pernambuco and Alagoas.

The developer Due, the attacker's partner, denies that the PEC will benefit its enterprise.

In the midst of the discussion, Luana called the athlete a “terrible citizen, father and husband”, as well as a “bad character”. Neymar, in turn, said that the actress is “crazy” and accused her of wanting to “seal the internet”

The fight has already involved comedian Diogo Defante, who apologized for a comment he made on the subject, and surfer Pedro Scooby, who took a stand on the issue after being accused by the actress. Even Luana's mother, Francis Piovani, recorded a video to defend her daughter.

What is the 'PEC das Praias'

Currently, the law provides that, although the legal occupants have possession and documents for the property, the coastal areas, including the beaches, belong to the Union and cannot be closed. In other words, any citizen has the right to access the sea. With the extinction of the marine land, the owner would become the sole owner, being able to transform the beach into a private space.

The PEC in question wants to remove the obligation to pay fees to the Union by people who occupy these areas.

Furthermore, these territories could be transferred to private entities upon payment. Currently, the property is shared between the resident or occupant, who owns 83%, and the Union, with 17% of the area.

The Minister of Institutional Relations, Alexandre Padilha, said this Monday, 3, that the government is against the Proposed Amendment to the Constitution (PEC) 3/2022. According to the minister, President Lula's administration will work against the proposal in the Constitution, Justice and Citizenship Commission (CCJ).

According to Padilha, the discussion between Neymar and Piovani on the networks attracted attention to the PEC and “had a positive effect because it gave visibility to the topic”.

The PEC's rapporteur, senator Flávio Bolsonaro (PL-RJ), has already taken a position in favor of the project which, according to him, will reach 521 thousand properties registered by the Union's Heritage Secretariat (SPU).

According to environmentalists, the measure could result in the privatization of beaches and risks worsening the climate crisis. Proponents of the proposal, including Flávio Bolsonaro, say that the measure will facilitate land registration and job creation.
